Fred H. Cate is Executive Director of the Information Accountability Foundation; co-founder of Red Barn Strategy, a data strategy consulting firm; and a Distinguished Professor and C. Ben Dutton Professor of Law at Indiana University. He specializes in information security, privacy, and artificial intelligence law and policy. He has testified before numerous congressional committees and served on advisory groups for DHS, DOD, NSA, FTC, OECD, the National Academies of Science, Engineering, and Medicine, the UN, and other organizations. He served as IU Vice President for Research from 2015 to 2023 and on the data review/ethics boards for Microsoft, Intel, Experian, CLEAR, and the Advanced Research Projects Agency. 


The author of more than 200 articles and books, Professor Cate attended Oxford University and received his J.D. and his A.B. with Honors and Distinction from Stanford University. A former Senator and President of the Phi Beta Kappa Society, he is a fellow of Phi Beta Kappa and the American Bar Foundation, and an elected member of the Council on Foreign Relations and the American Law Institute.
